Fresno’s Water Plant Solar Array Beats Forecasts, Promises $122M in Savings Through 2045
A new solar installation at Fresno’s Northeast Surface Water Treatment Plant is already producing more electricity than expected — 101% of projected output since it came online in late March — and could save local ratepayers more than $122 million by 2045.
The system has generated 862 megawatt-hours for the city so far, using a simpler ground-level design that skips the steel racking structures typical of large solar projects. ForeFront Power brought the project into commercial service under a fixed-price 20-year power purchase agreement that may deliver electricity to Fresno at rates lower than what the city would pay utilities.
The array is one piece of a three-site clean energy program across Fresno’s municipal water facilities. Together, those locations will provide 27 megawatts of solar capacity and include battery storage.
ForeFront Power senior project manager Erinne Davis said the Northeast site was well-suited to this approach because avoiding expensive construction work reduced the risk of delays or budget overruns. The design can handle slopes up to 15%, so the site didn’t need major reshaping.
The technology, called Earth Mount Solar by manufacturer Erthos, places photovoltaic panels directly on the ground instead of on elevated steel frames. That cuts steel costs and site-prep expenses, and it allows more generating capacity per acre by eliminating the usual gaps between panel rows.
The system also uses automated cleaning — a robot called ErthBot that runs a dry nylon brush over the panels at night, then returns to its charging dock during the day. Each unit can maintain over 3.5 megawatts of solar capacity, cutting down on repetitive manual labor.
