Paul Dictos, a CPA, is Fresno County’s Assessor-Recorder, first elected in 2010 and re-elected multiple times since, including in 2022; he sought and lost a bid for the Fresno County Board of Supervisors’ District 2 seat in the March 2024 primary while continuing to serve as Assessor-Recorder. Born and raised in Greece, he is a graduate of Anatolia College and Fresno State’s accounting program and has been a licensed CPA since 1974, having run his own accountancy firm alongside his public service. Under his tenure, the county’s tax roll has grown to roughly $123.3 billion, managed by a department of more than 130 staff.
In 2026, the Fresno County Board of Supervisors voted to threaten litigation against Dictos over his interpretation of a state law, Senate Bill 2, governing real estate document recording fees. Dictos applies a $75 fee per parcel rather than per transaction, which can produce large fees on sales involving multiple parcels; the county contends this makes him an outlier among California recorders, a dispute that arose after a Bakersfield attorney sought a $10,000 refund. Dictos has retained outside counsel and said he intends to defend his interpretation in court.
