Luis Chavez represents District 3 on the Fresno County Board of Supervisors, elected in November 2024 and sworn in the following January after previously serving on the Fresno City Council representing District 5 from 2016 until his move to the county board. Raised in Fresno as the son of immigrant farmworkers, he holds an associate’s degree from Fresno City College and bachelor’s and master’s degrees in public administration from Fresno State, and worked as a Big Brothers Big Sisters program director, chief of staff to a Fresno councilmember, and a Fresno Unified School District trustee before his 2016 council election.
A Fresnoland investigation published in January 2026, following an eight-month records dispute, found that Chavez, while on the city council, repeatedly issued contracts just under the $100,000 threshold that would have required full council approval to a political consulting firm, including nearly $100,000 for “constituent outreach” and more than $31,000 in Facebook advertising during his 2024 campaign for county supervisor, raising questions about the use of taxpayer-funded resources for campaign purposes. Separately, opponents in the special election for his vacated council seat alleged Chavez used a taxpayer-funded council newsletter to promote his wife’s candidacy for that seat; Chavez denied any political intent, saying the newsletter covered routine constituent services, and the Fresno City Attorney declined to investigate, saying the matter fell outside his office’s authority.
