Daniel Parra has served on the Fowler City Council since 2008 and was re-elected in November 2024; he has also served as the city’s mayor. A U.S. Air Force veteran, he built a long career at Northrop Grumman and has been credited with helping revitalize Fowler’s downtown using redevelopment funds. He rose to prominence in statewide municipal circles, twice chairing the League of California Cities’ Transportation, Communications and Public Works Policy Committee, serving as a state director for the League’s South San Joaquin Valley Division, and serving as past president of the League’s Latino Caucus. In September 2023, while serving as Fowler’s mayor, he was named President of the League of California Cities’ Board of Directors for a one-year term; he is now listed as the League’s Immediate Past President.
Parra also served as City Manager of Orange Cove starting in early 2023, but that tenure ended abruptly: he was placed on administrative leave in January 2025 for reasons that were not publicly disclosed, and the Orange Cove City Council voted unanimously on April 9, 2025 to terminate him, effective April 15, 2025.
Separately, in March 2025 the State Attorney’s Office in Hillsborough County, Florida filed a misdemeanor battery charge against Parra over an incident at a National League of Cities conference in Tampa the previous November, in which San Leandro Vice Mayor Xouhoa Bowen alleged he kissed her without consent after making a sexually suggestive comment; surveillance video reportedly captured the incident. Parra entered a written not-guilty plea through his attorney and waived a personal court appearance. No public reporting on the case’s resolution has surfaced since March 2025, and its current status is unconfirmed. Despite the criminal charge and his termination from the Orange Cove position, Parra has continued to serve on the Fowler City Council.
