Tom McClintock, a Republican, represents California’s 5th Congressional District. A UCLA graduate, he served in the California State Assembly from 1982 to 1992 and again from 1996 to 2000, then in the State Senate from 2000 to 2008, before winning election to Congress in 2008; he represented the 4th District until 2023, when redistricting moved him to the 5th. The National Taxpayers Union has repeatedly ranked him among the most fiscally conservative members of the House, naming him one of only 33 House members to ever receive its “Taxpayers’ Friend Award.”
McClintock has at times broken with his party on procedural matters: he was the only House Republican to vote in favor of releasing the House Ethics Committee’s report on Matt Gaetz, citing the principle that “sunlight is the best of disinfectants,” and was one of three Republicans whose votes helped defeat an effort to impeach Department of Homeland Security Secretary Alejandro Mayorkas, arguing the impeachment would set a troubling precedent for future Congresses.
